Mr. Pfohl joined Slover & Loftus as an attorney in 1997.  His practice areas have involved a wide-variety of issues involving rail transportation matters for a diverse client base.  He has been actively involved in rail customer trade association matters in proceedings and hearings before the Surface Transportation Board and on Capitol Hill.  Mr. Pfohl has worked on the major rail mergers of the past few years, has pursued the interests of customers with regards to the building of new rail lines into western coal states, and has worked for local governments attempting to mitigate rail carrier traffic impacts in federal agency and court proceedings. 

Mr. Pfohl has extensive experience in federal preemption matters involving railroads, in railroad and customer liability issues, and in corporate transactional work involving railroad and rail asset acquisitions.  He has also represented short-line railroads in various matters. He has been involved in various litigation matters before state and federal courts, and in numerous appellate matters.  Additionally, Mr. Pfohl has been actively involved with legislative issues on Capitol Hill, including the ICC Termination Act, and current railroad reform and antitrust legislation.

Mr. Pfohl is the author of "Who Should Pay for Agency Adjudication? A Study of $200,000 Filing Fees at the Surface Transportation Board," 25 Transp. L.J. 57 (1997), and "Congressional Review of Agency Rulemaking: the 104th Congress and the Salvage Timber Directive," 14 J. L. & Pol. 1 (1998).

Prior to joining Slover & Loftus, Mr. Pfohl served for five years as a legislative assistant for Congressman George J. Hochbrueckner (D-NY) covering transportation, energy, and other issues.  Mr. Pfohl was also a member of the Catholic University of America Law Review.
